We could also probably sort out the memorial=* preset as memorial:type seems now more popular. http://wiki.openstreetmap.org/wiki/Key:memorial:type . But not all values are migrated to memorial:type (e.g. war_memorial is not). Also, e.g. 'plaque' changed to 'plate'.
Of course, I don't know how relevant both wiki pages are (seems there was no voting).

Two years ago osmwiki:Tag:memorial=stolperstein did not exist in English, so I had no idea what we were talking about. Now we have english, czech and spanish.

By the way we should probably add this tag as memorial=stolperstein instead of memorial:type=stolperstein

A year ago the number of memorial=stolperstein was even below 10 (while memorial:type=stolperstein was at about 18500).

I agree the tagging scheme is odd. We should promote the simpler memorial=stolpersteine and add a validator auto-fix for memorial:type=stolpersteine

The tagging schema is still regularly under discussion.
For now there is the external preset Presets/Stolpersteine
