Description
Currently it says:
Under Windows, this is in C:\Documents and Settings\username\Application Data\JOSM\plugins.
it should say:
Under Windows, this is in C:\Users\username\AppData\Roaming\JOSM\plugins.
The path changed in Windows Vista, released around 10 years ago.
