Problem with manual adding tag with non-empty tag filter

What steps will reproduce the problem?

1. Fill the tag filter with some letters
2. Try to add new tag manually

What is the expected result?

Tagging dialog should appear

What happens instead?

Error message appears every time until I clear the tag filter
