Don't warn "highway link is not linked to adequate highway/link" for highways outside the download area

Open the example file and validate.
We can see a highway link is not linked to adequate highway/link in the highway outside the download area.

It should just warn when the way is inside the downloaded area, since it can be properly linked/connected outside the download area.
