Startup notes missing build numbers, now useless

What steps will reproduce the problem?

1. Start JOSM
2. See start up notes mentioning decimal versions like 15.10
3. See "You are using version '8969' etc.

What is the expected result?

Start up notes refer to build number style versions like 8969, just like the website and the version message below the start up notes.

What happens instead?

Start up notes refer to a new decimal version naming scheme not used anywhere else, making it impossible to tell which text refers to which available code (running, stable, development, downloadable, ...)

Please provide any additional information below. Attach a screenshot if possible.
