What is the error message?
If you report a defect, always add a status report (see wiki:Help/Action/ShowStatusReport). Please add this information to this ticket. Next time please use JOSM report bug action instead (see wiki:Help/Action/ReportBug).
Normally an upload will fail, when somebody else has concurrently modified an object which you also have modified. This is more probably when there are many mappers active in your area, your have modofied a large number of objects and/or there is a long time between downloading and uploading the data. If this case happens, you should update your data (see wiki:Help/Action/UpdateData). This could result in conflicts, which you have to solve (see wiki:Help/Concepts/Conflict).

Dueto error the file can't be uploaded
