I think JOSM suggest type=superroute
because it is already used in an other relation in the data you have downloaded or you have added an external preset which contains this tag value.
If you work on an empty layer, only keys and values from presets are suggested. In the actual version (JOSM 8993) type=superroute
is not suggested.
So the validator warning is correct.
But type=superroute
is a special case. The wiki (https://wiki.openstreetmap.org/wiki/Types_of_relation) lists superroute
as an “Established Relation“, but, as Don-vip mentioned, there is no wiki page (https://wiki.openstreetmap.org/wiki/Relation:superroute) for this value.
In OSM there is no real authority which introduce new tags or values. A common way is a discussion on the tagging mailinglist https://lists.openstreetmap.org/listinfo/tagging. Then there should be a wiki page, the tag or value should be "Approved" or at least widly used and at least JOSM needs a presets.
But you can create your own preset (wiki:TaggingPresets) or just ignore the warning ;)

This relation type is only used 265 times and there's no English page on the wiki.
