filtering not automatically applied on downloaded objects

Description
The filter is not applied automatically when new areas are downloaded in JOSM. I have to find the filter in the Filters pane, turn it off and on. Then it is applied correctly and objects are disabled or hidden.
This has regressed in some of the recent changes, it didn't happen in last "tested' release (stable).

Cannot reproduce (r8590, filter keyword "highway"). On my system, it takes a fraction of a second before the filters are applied.

Try downloading multiple areas. I have the feeling the first area is filtered fine, only the subsequent ones are not (in the same layer). If that does not reproduce it, I will look for exact steps.

I can reproduce it by just downloading the first area in 8558. On the same area, I do not see the bug with 8574, 8581 and 8595. Can it be fixed?

Please reopen, if reproduced in latest version.
Sounds like a regression of OpenGL-related changes, can you please have a look?
