please add sanity checking for key:location values

Of those 5 I am not sure I would endorse location=roof but it is widely used and at least not completely wrong.

The list of used values in taginfo is currently 8181 items, many of them road names which were perhaps supposed to be addr or whatever else.

I think to allow only a handfull of values written in the wiki is too strict. It seems the many values with road names are mainly caused by public transport tagging scheme in singapore. ​http://overpass-turbo.eu/s/9OH Maybe talking to the local community there would be the better way.

There is already a warning at info level for lacation values which are not in the presets. Regarding the singapore tagging schema there is nothing we can do in the JOSM validator.
