Smarter autocomplete with the most used values

Idea: make JOSM suggest/autocomplete the key/values based on the most used/inserted tags from the user.

Example:
When inserting highway and tr JOSM suggests track. But suppose the user inserts a lot of traffic_signals (and almost never uses track).
The workflow could be improved by suggesting the most probable (most used) values.

We already had this suggestion and rejected it. First we would not to remember anything typed and take it into account and second there are enough other methods, two most prominent:

• individual presets
• the last-used fields

I don't think that it can help when we are inserting common values with Alt+A

The last-used value isn't always the most used (and probable) value
