highway=rest_area get's treated like a road in error checking

What steps will reproduce the problem?

1. Create a highway=rest_area area.
2. Create a waterway that crosses the rest_area
3. Check for data errors

What is the expected result?

There should be no warnings/errors

What happens instead?

Josm complains about roads and waterways crossing
