Pole=transition checkbox for power=pole

Need additionally checkboxes to mark places where line is connected to underground cable:

• pole=transition for power=pole
• tower=transition for power=tower

material=reinforced_concrete is used on only 3 spots worldwide. ​http://taginfo.openstreetmap.org/tags/material=reinforced_concrete#map
99% of all these objects are tagged by one user. ​http://overpass-turbo.eu/s/7yM

So I think this is not appropriate for the internal preset.

Actually all concrete work is reinforced anyway, so concrete fits well as value for reinforced concrete. No need for an own tag in my eyes.
