parking=* without amenity=parking

I found an area, where most of the parking areas are only tagged with parking=surface. These areas are not rendered by mapnik, but the internal map paint style from JOSM render them the same way as amenity=parking.

Dose it make any sense to have parking=* without amenity=parking? What is the use case? The wiki is not clear at this point:

The parking key can be used together with amenity=parking...

parking=* without amenity=parking is not valid in my opinion and I think the validator should warn in this case.

What about amenity=parking_entrance + parking=* ? There is a preset for that as a valid combination.
