Description

When you have aeroway=runway or aeroway=taxiway (I did not check others), JOSM will render them always as areas, even if they are not closed. But according to the wiki
Taxiways can be drawn as a way or as an area
aeroways are defined for both, way AND area. If the way is not closed, it is handled as a normal way (like highway). But if the way is closed, the way is automatically treated as an area (without any area=yes/no tag).

Mapnik draws them correctly.
