Description ¶
The "You should update" notice only appears on the startup screen.
It should also be available under, say, "help/ about", so that a user can easily update after they have completed the task for which they launched the application, without interrupting their workflow.

JOSM can be launched in so many different ways that a single update feature for all setups, from the application itself, is not possible. See #7539 for details on this subject.
