validator bug "wrong roundabout" on cycleway roundabouts

Description

JOSM validator does not recognize Dutch cycleway roundabouts.
It reports them as wrong roundabout and "fix" it by turning the cycleway tag into the adjacent highway (tertirary, secondary etc).
