Attempt to sort route roles in relation

Route relation may have many way with role "route". It is easier to maintain relation with these ways ordered, but it is tedious to do it manually.

It would be helpful to have a validator rule "segmentation of route roles in relation may be reduced", that would automatically sort roles iff it is possible to reduce number of segments.
