IMHO disused=yes means that as bridge still exists the bridge nature is gone and no longer identifiable and mappable. It may be a railway bridge with tracks removed, road bridge without any sign of road.
In this case situation is worse, as I may reasonable guess that bridge used to contain a footway or maybe it was planned that it will contain footway - but it is unverifiable and therefore unmappable.
But bridge itself is still mappable (surface, width, height, length, materials etc).
I admit that it is a bit of corner case, but I think that one of the most important things for validator is that it should not have any avoidable false positives.
I don't see why the presence of
disused
is important. The bridge nature (highway, railway) is missing, being disused or not. The warning is correct in that case.
