Description

Deleting an unsent (to server) empty osm data layer, leads to the window "do you want to send/save layer". When checking save (only), opens an empty and unclosable window, and no way of not loosing everything.

Reproducible:
Create new empty layer.
Add some data, save layer locally.
Delete the data from the layer. Do not save.
Delete layer. When asked, answer save layer, don't send to server. Validate.

Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
