It is not as popular as access=designated (42 977) but also quite popular - it is at 13th position with 4 975 occurrences (see ​http://taginfo.openstreetmap.org/keys/access#values).

Unfortunately it is frequently mistagged (It is official way for something, lets tag as access=official. Now consumer of data is supposed to guess whatever it is official for bicycles, emergency or elephants)

Access=designated validator test was added in #10000.
