The tagging is strange, has that been discussed somewhere? private
is somewhat redundant as a technical restriction and it also doesn't capture the meaning of "Betriebsverkehr". Private means the road is privately owned and only the owner can use it. In this case the ownership is not stated, but the local businesses and organizations may use the road to do their daily work.

I have not trawled talk-de, just followed wiki recommendation. As you can see in the diff, I feel "maintenance" might address this issue better, but it does not seem to appear in osm wiki at the relevant places, so it's just a humble suggestion.
"service" is used elsewhere and might add to confusion. Also it's not narrow enough, since the traffic sign particularily aims at "operating/maintenance service" and "supply service". Stressing the highway=service scheme, one could think of vehicle=service service=maintenance (or service=operating;supply), but then it won't be clear if service=* further specifices highway=* or the access restrictions -- so it should be avoided to sub-tag a prospective vehicle=service.
If "service" is to be used in an access restriction realm, a sub-key service=* should be avoided in favor of /one/ specific value, e.g. vehicle=maintenance_service .
If you feel current wiki practice is not authoritative on this subject, then please change wiki first. In any case, osm wiki and tagging by road signs plugin should be in sync.
