Description

The plugin has been deleted, but neither has the old-plugin list on josm plugin handler and entry for it (replaced by core, proj4?), nor has the code itself been removed.

The plugin is obsolete, as the functionality is provided by proj4. Therefore, I wanted to remove it from the plugin list (and keep the source) …

Why keep the source? Either it is obsolete or not. For historical purposes SVN can always reconstruct old code.
