copy doesn't work on selected ways with changed tag

How to reproduce:
Select a way
Change one of its tags
Copy the way
Paste the way (or its properties).

Result: If you haven't copied anything before, you don't paste anything; else you paste the object or the properties of the object copied before trying to reproduce this bug.
Adding or removing tags doesn't have a similar effect.

This bug exists since at least half a year.
