Report a hint to update a plugin, if an exception is raised within plugin-code.

Description

If an error occours, and the stack-trace points through some plugin-code, this is almost everytime a problem of wrong versions of JOSM and the plugin.

So the error popup can say exactly this and hinting the user to upgrade either the plugin, JOSM or both.
