Description

Any objects tagged odbl=clean are still detected as "data loss", even while the license change view of OSM inspector shows them as green.

I had acutally fixed that a while ago but it seems I forgot to commit a new binary. Fixed in 27416. However one thing still to be done is to honour odbl=clean immediately when it is set, rather than just after the next "license check" button click.
