Conflict resoltuion of deleted ways

Description

When a way is deleted both in JOSM and on the OSM server, JOSM will come up with a conflict only because the way has tags in JOSM but not on the OSM server. In that case JOSM should ignore the tags difference and just be happy because the way is deleted anyway.

JOSM should not even open a conflict on these objects.

Please have aswell a look at #4826 which is going in the same direction.
