Incorporate new key "recycling_type" into the recycling preset

Description

now that the proposal for recycling_type has been approved i suggest the following:

1) add the key recycling_type and the values "container" and "centre" to the autocomplete list for tags
2) extend the existing recycling preset for the new key and values. it should be a dropdown with the value "container" preselected.

maybe also add a checkbox to mark a recycling container as private (access=private)
