Warn, if a highway ends on a landuse. ...or prevent it totally

Description

There are many "unconnected roads", because the road does not end on the nearby street, but on the landuse/natural next to the street.

The user should be warned if he creates a road that ends on a landuse. Or it should not be allowed to reuse landuse-nodes by streets as default.

Would be nice to have some kind of non-blocking notification system for this kind of stuff.
