This has happened in some older latest versions also.
The segment numbers are shown only as blocks.

I had the same problem here. Could be a bug in the "mappaint" plugin. Deleting the plugin from the plugin directory (mappaint directory and mappaint.jar) and re-downloading it through josm fixed this for me.
(actually, I did this with all my plugins)
