As far as I followed the discussion correctly, general and convenience are a AE vs. BE thing.
Maybe this should be fixed by adding an AE localisation of the JOSM presets?
I really hesitate to add two almost identical rules to JOSM - we already have a lot even without duplicating them.
Please see Tag:shop=general again. A convenience store doesn't sell hardware or DIY items, but a general merchandise store does. As far as I can tell, this is no UK/US difference. There are some shop=general left in the rural areas of Finland. Most have closed doors or become convenience stores.
