Java WebStart can't load any plugins

Description

When JOSM is started via Java WebStart it'll read its ~/.josm/preferces file as normal, but it can't load any plugins so the user will get one "Disable plugin" dialog for every plugin that he can't load.

Perhaps JOSM should ignore not being able to load plugins when started under WebStart (given that there's a way to detected it).
