Disable plugin dialog is confusing

Description

The disable plugin dialog started when a plugin can't be loaded, e.g. existent in preferences but not on disk, or when JOSM is started via WebStart, presents the following interface: 

Could not load plugin NAME. Delete from preferences?
[Disable plugin] [Cancel]

Cancel should be changed to something more descriptive of what will happen, which is that JOSM will continue loading without deleting the plug entry from preferences.
