Description

Validator (JOSM version 1460) reports nodes as incorrect even if they are outside the downloaded area. Therefore nodes seem to be unconnected way ends while in reality there are "ways" which would continue these ways but just are not downloaded.

So I suggest that nodes outside the downloaded area simply should never be reported.
