Keyboard shortcut for "zoom in" does not work - zoom out have minus key, that works (though only the minus right to the "0" key in main keyboard section, not the minus on numpad). Zoom in have plus key, but it does not work - there is no "plus" key on keayboard, only "=" key (right to minus key), that give "+" when pressed with shift, but when pressing with shift or alone, neither of these will zoom in (I can't zoom with wheel as it is broken on my mouse...)

Use the zoom mode to zoom in then. There are multiple ways to do so. On normal keyboards "+" works as epected. JOSM cannot rewrite the main java system to support special setups.
