When "moving the WMS-Layer" is active, the icon of the mode used before remains (visibly) active. This can lead to erratous moving of the WMS-Layer. The right behaviour would be to deactivate the button of the mode used before and to (visibly) activate the move WMS-Layer-Button.

This is also a problem, as moving the WMS-Layer is currently not registered in the Undo-Stack (means ctrl-z is not working). This should also be changed.
