Keep history of custom OSM Server URLs

Description

For testing, I sometimes need the dev server. And I never recall its URL (api06.dev.openstreetmap.org/api).

The "OSM Server URL" input should keep a history of former servers and provide the dev server as a default history entry.

Action
as closed The owner will remain simon04.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
