Edit > Duplicate

Keyboard Shortcut: CTRL + D

Duplicates all the currently selected objects, and places them at the current location of the center of the main JOSM window.

Therefore if you want to duplicate an object in exactly the same place as the first object: select the initial object, then zoom to selection, then duplicate the selected object.
