Getting wrong Incorrect Roundabout warning.

Description
I am getting an wrong warning in josm.
The error I get 'Incorrect Roundabout (highway: primary instead of motorway_link)(1). Hitting fix turns the roundabout into a motorway_link. Which it is not.
The roundabout is primary, there are no rules as to what a roundabout fed by motorway_links can be, and josm should not be testing rules that do not exist in the real world.

Apparently not fixed in build 10186. The roundabout at https://www.openstreetmap.org/#map=16/41.61801033219923/-70.48692229499218 gives a similar error ("primary instead of secondary").

Please don't reopen tickets closed two years ago. I have created a new one: #12841
this test is useful but we can ignore motorway_link as it is a very special type of highway.
