josm java.net.SocketTimeoutException or "Unable to launch application"

I'm having problems starting with JOSM and would be really grateful for any kind of help:

I have Java 7 32 and 64 bit installed on a windows 7 64bit platform. I've tried switching off my Avira firewall and openstreetmap.org is easily accessible with Firefox & IE

JOSM gives me Network errors - java.net.SocketTimeoutException

josm.jnlp gives "Unable to launch application" with:

There's a problem with your environment:

• Try to reinstall Java
• or try ​this solution
• or try ​this one
• if it still does not work you can still download and run josm.jar
