It is unclear how plugins should be downloaded

I propose to reword "Update plugins" to "Update plugins and download selected", "Donload list" to "Refresh list" and exchange images of this two buttons to make clear how user can download plugins. Currently (at least in my case) I clicked based on icon (what only refreshed list), was even more confused that "download list" is not downloading list of selected plugins and even more confused by fact that downloading plugins is not mentioned in any button.

BTW, "refresh list" button - is it really necessary?

Well, many people understand this correctly the last years, so I don't see a reason to change it.
