Allow Remote Control to disable downloading referrers

Description

If the user is using JOSM Remote to download a large number of nodes for analysis, download referrers are not always necessary.

It would be nice to have an option in the load_object API to allow the caller to disable this. The layer could then be marked with a flag similiar to the warning that is given when working with imported GPS data saying that it is undesirable to import. And/Or giving the option to download referrers at that time.
