Test for unnecessary layer number

Description
JOSM could test for unnecessary layer numbers on highways/railways (and other ways that could fit into this).
For example, if a highway has layer=2 but isn't crossing anything with layer < 2, it could warn that the layer is possibly unneeded.

Moreover note that this tag may be necessary. For example osmwww:browse/way/25019763 and osmwww:browse/way/239495543 are crossing in default rendering on zoom level 14. Without this layer tag map renders road on to of railway what is extremely ugly (because railway bridge still renders on top).

But then it's a problem in the renderer (and adding a layer is literally "tagging for the renderer")
We check for
layer
values exceeding +/-5 already. In general there isn't a problem if the value is higher than actually needed. Such a test/fix only is hard to implement, maybe error-prone, but doesn't give a real benefit.
