Warn about resetting validator settings

Description

Please, when the user updates to JOSM ≥ 6593 his validator settings are silently dropped.
It should at least give a warning when starting JOSM, explaining that if he was using some local files for this, they should be included again.

I don't know if it's really an issue as:

  • users generally disabled tests because of false positives, but we have fixed a lot of them recently
  • support of old tagchecker file format is being discussed for dropping in #9414

Nobody else complained since the release of previous tested and it's no big deal :)
