It is an ugly bug as it may be problem caused outside JOSM. Is there a way to check whatever default browser is not rejecting request to open a site?

yes, the console output if you launch JOSM from a terminal. What's your default browser ?

I know what was causing this - my system was without default browser, so JOSM attempting to open site in default browser was failing to do this.
Same as the others, please take the habit to post full version info (first three blocks of Help->Show status report) in your tickets, thanks.
