People seem to be rather creative:

*legal values (according to wiki) -5,..-1,0,1..5
*warning for <-5 or >5
*warning for "+1" instead of "1", leave or auto-fix? Was surprised that it stays in the data verbatim but might not be bad if people would stick to uniform notation..
*ERROR for "Jalan Perkebunan Sawit"

- layer=spaceport might be actually a legitimate value that requires further discussion?

A check for layer values has been added in r6251 (it's a warning even for non-numeric values though).
