Description

The panel "Properties / Memberships" should be renamed as "Tags / Memberships"

Some time in 2006/2007 we stopped calling them "properties" (or the other word we had been using in the early days was "labels") and we started calling them "Tags". We did a pretty good job of doing this consistently throughout the various channels everywhere in the project ....apart from this JOSM panel.

It's an obvious and important bit of terminology alignment which will improve usability.

It's been annoying me for years now, but I only just got round to mentioning it. I was reminded by a new user emailing today saying he "could see how to add properties but couldn't find how to add tags"
