On more info:
As openjdk-6 is broken at the moment you need to use openjdk-7 to run JOSM.

You are using a really old ubuntu release. Please report problems about packages release by ubuntu under Launchpad.
Probably for you the best option would be to use the ubuntu packages release by JOSM (see download for instructions).
Do not forget to prior remove the original JOSM package.
