Description
The icons in JOSM seem to be the old GNOME icons. GNOME 2.16 brings a new icon theme in the tango style. Perhaps the icons in JOSM should be updated to these ones?

Perhaps they should be changed to the Tango icons, but these are under a CC-BY-SA licence.

I have done a bit of work on this, icons from Tango and some from GTK+ ( http://svn.gnome.org/svn/gtk+/trunk/gtk/stock-icons/ ).

Well, not all icons are stolHHHHinspired from Gnome project. ;-)
There was no initial intention to wire the icons to the ones shipped with gnome alltogether. But if anyone comes up with better looking ones, plesase write me an email and I'll replace the current ones ;-).
