Description
When you have 2 multipolygons at the same spot (same members), one tagged as shop=* the other tagged building=* you get a warning "building inside building", but a shop is not a building. For example way 229760442

I did attach a sample file.
- the primary problem is that a simply multipolygon with two outer ways already produces a warning.
- considering the shop problem the two relations produce a different warning, as they have the same members but not building inside building.

This issue has fixed itself in the course of #9516. :-)

I flagged this as major because it discourages mappers to distinguish between the building and the user of the building by wrongly interpreting a shop tag (and maybe other tags) as buildings.
