Both menu items in PicLayer menu are disabled (greyed out)

Description

After installing the PicLayer plug-in, its menu bar item appeared but both options to create a new layer (file/clipboard) are greyed out and therefore not usable. I'm using JOSM 5939, Mac OS X 10.8.3 and Java 1.7.0_21.

I need some more details. Normally they are disabled when there is no data layer present.

Ok, I just found out that this doesn't happen when I use the OS X installer package of JOSM, just when I use the .jnlp-Installation. In both cases identical data layers were present. Maybe this helps...

That's strange - I use JOSM with jnlp only and do not see any issues with piclayer. However, I am not using Mac and do not have any around to make a check. Could you see if the issue persists at some another Mac environment?

Still true on my other Mac, although identical OS, JOSM and Java versions.
